Veteran Engineer Appointed GAI Consultants’ New York Transportation & Infrastructure
Business Sector Leader
Albany, NY—Creighton Manning Engineering & Surveying, PLLC, a GAI Company (“Creighton Manning” or the “company”), which serves as the New York Transportation & Infrastructure Business Sector of GAI Consultants, Inc. (GAI), today announced that Vice President Don Adams, PE, PTOE, has been appointed business sector leader effective April 6, 2026.
In this leadership role for the Creighton Manning business sector, Mr. Adams succeeds former Creighton Manning Co‑Presidents John M. Tozzi, PE, and Edward Woods, PE, who have transitioned into advisory roles with the company.

I look forward to building on our strong foundation and helping to guide Creighton Manning toward continued growth and success.”

In announcing his move to an advisory role, John M. As Business Sector Leader, Adams will continue to drive Creighton Manning’s growth in serving clients in GAI’s New York transportation and infrastructure market. His leadership is backed by 36 years of experience in engineering for complex transportation and site development projects.
With this transition, Vice Presidents Shelly Johnston, PE and Jeff Pangburn, PE will serve on the Creighton Manning leadership team alongside Adams.
